To expand the independent page or create a new one about independent dragons, listing the activities / jobs etc that they complete and if so what level / rites etc they may need to complete it (such as the jobs and promotions?) while the information is there on the individual pages (jobs) its a bit hard to see at a glance what level etc would be needed to say join a PA.
